Mr. Barrett has over 30 years of experience overseeing multi-residential affordable housing assets. In 1987, he established Barrett Maintenance Service to cater to multiple HOA’s. He obtained a California Real Estate Sales Certification in 1989, marking the beginning of his career in single-family property management. Throughout the early '90s until 1997, Mr. Barrett excelled in large-scale multi-residential management and revitalization projects while expanding his knowledge base through education on principles and methods related to infrastructure inspection.
In 1997, he acquired NAHB and CCAH Affordable Housing Management Designations followed by further achievements in Affordable Housing designations up till 2004 when he earned HUD REAC UPCS Inspector Certification WA DC.,#MM0074 after being invited to Washington D.C… Subsequently from between year periods such as (2004-2009) onwards till present day(2021), Mr. Barrett continued enhancing his expertise with additional certifications focusing on affordable housing compliance alongside engaging actively site operations supervision , portfolio oversight, and multifamily asset management functions aimed at maintaining professionally compliant professional environments.
His reputation as an effective leader is well recognized within the industry where he offers unique strategies for preparing properties for governmental inspections. Mr. Barrett also contributes significantly towards developing educational seminars that have been pivotal in advancing aspiring managers’ careers within the realm of affordable housing programs. His ongoing mission involves supporting advancements concerning regulatory compliance augmentation, policy development, and various aspects pertaining Multifamily Housing Asset Management ensuring sustained operational excellence across diverse settings.
In 1998 The Department of Housing And Urban Development formed a division known as The Real Estate Assessment Center (REAC).
REAC administers HUD'S Physical Inspection Program using HUD Certified Inspectors to assess physical condition of partner properties for which HUD has an interest or obligation.
The Uniform Physical Condition Standards (UPCS) is an inspection protocol developed by HUD to evaluate if its residents live in decent, safe and sanitary housing. The UPCS protocol has become a standard by which to measure the physical condition of multi-family and other subsidized properties and continues to be adopted by federal, state and local governments.

We inspect all inspectable areas including 100% of all units documenting your property's HUD UPCS Compliance Environment recording necessary repairs needed to be completed in order for your facility to pass an Official REAC Inspection.
INSPECTION SCORING:
Upon completion of the onsite inspection, the Certified HUD Inspector submits an electronic generated report to REAC, which in turn, presents an Inspection Summary Report to the property owner that indicates a deficiency score of (0-99). Your properties score is stored in a property profile data base and is used to document the property owner/s level of compliance.
TENANT FILE COMPLIANCE REVIEWS:
Affordable housing compliance reviews are structured and conducted by state agencies to include a representative number of resident files and units.
Our services provide compliance monitoring supporting property owners, institutional investors and managers. We specialize in file compliance with government programs such as Low Income Housing Tax Credit (Section 42), tax exempt bond, Section 8, HOME, and Rural Development.
We review your file documentation to determine if you are in compliance. If you are not, we provide you with a corrective action plan to bring them into compliance and get you back on track
UPCS: UNIT, BUILDING, COMMON AREA AND SITE PRE-INSPECTIONS:
We Perform 100%unit pre-inspection and consulting services for properties subject to mandatory physical compliance inspections conducted by the US Housing and Urban Development's Real Estate Assessment Center, WA. D.C.
We offer UPCS training for property management professionals; regional management directors, property management executives, site managers, maintenance specialists and leasing agents.
Through the discovery process we will help train your staff to identify defects defined in the UPCS code. Our hands on training program will provide your staff with specialized knowledge to help continuously monitor your properties HUD UPCS Environment. Your maintenance staff will have an opportunity to work directly with a former Certified HUD REAC Inspector and Certified Affordable Housing Specialist providing valuable information while guiding your staff in developing crucial internal activity designed to meet your organizations physical compliance goals.
We offer comprehensive cost breakdown, budget analysis and practical repair strategies to meet deadlines focusing on overall cost, critical items, health and safety, deferred maintenance, and other observed liability issues.

REPORT DETAILS:
UPCSINSPECTOR Inspection Report: This report includes an articulated list of observed deficiencies supported with captions of each inspectable item within each inspectable area and their relationship to HUD uniform physical condition standards . We also document age, summarize the condition of unit cabinets, doors, hardware, appliances, paint, flooring, general overall condition, building systems and exterior envelope; roof material, flashing, gutters, drain systems, siding, trim and windows and site conditions .
TRAINING:
Through the discovery process we will help train your staff to identify defects defined in the UPCS code. An easy to read and understand UPCS deficiency guide will be available per request in order to help assist your staff to continuously monitor your properties HUD UPCS Environment.
